Results of the final external evaluation of a cross-cutting programme agreement covering six countries: Ethiopia, Madagascar, Sierra Leone, Malawi, Mozambique and Guinea.
Focusing primarily on maintenance service delivery models, this evaluation examines, through ten evaluative questions, several key issues: the compliance of drinking water systems with current sectoral frameworks; the ownership of the models by local stakeholders; the performance of the models implemented; the viability of the technical solutions adopted; the tariff sustainability and the long-term viability of the models; as well as the inclusion of the most vulnerable populations and the consideration of gender issues.
It was carried out from December 2024 to November 2025 by the consultant Vincent Dussaux, supported by three local evaluators in Malawi, Ethiopia and Madagascar.
